Rami supports firms in the Abu Dhabi Global Market (ADGM), the Dubai International Financial Centre (DIFC), and ‘onshore’ in the UAE with their licensing applications and policies and procedures.
Before joining CCL in 2019, Rami was the COO & Risk Manager at Ithmar Capital Partners, an alternative investment manager in the DIFC. At Ithmar, Rami orchestrated and fully managed the company’s overall operational activities spanning middle/back office operations, finance, human resources, and information technology including the design, implementation, and maintenance of the IT and operational structure and workflows. He oversaw the finance function, being responsible for the accuracy and timely production of annual budgets, monthly management reports, periodic capital adequacy tests, and PIB & Tax returns filings among other matters. As the firm’s designated Risk Manager, Mr. Khalaf was responsible for managing the company’s Risk Framework and maintaining the Internal Risk Assessment Process. In close collaboration with the CEO and the Compliance Officer, he assisted on all compliance related matters and was the Deputy Money Laundering Officer (MLRO). Prior to this role, Rami was the Head of Operations for Franklin Templeton Investments (Middle East) Limited for eight years where he was responsible for the middle and back office operations supporting the group trade and funds services in the MENA region. Other previous roles include operational roles with SHUAA Capital and Al Mal Capital.
Rami holds a bachelor’s degree in Business Administration from the American University of Beirut and holds certifications in the DIFC Rules & Regulations and Risk in Financial Services from the Chartered Institute for Securities & Investment (CISI).
